When it is pervasive and uncontrolled, corruption thwarts economic development and undermines political legitimacy. Less pervasive variants result in wasted resources, increased inequity in resource distribution, less political competition and greater distrust of government. Creating and exploiting opportunities for bribery at high levels of government also increases the cost of government, distorts the allocation of government spending, and may dangerously lower the quality of infrastructure. Even relative petty or routine corruption can rob government of revenues, distort economic decision-making, and impose negative externalities on society, such as dirtier air and water or unsafe buildings. Corruption is behavior which deviates from the formal duties of a public role [office] because of a private-regarding (personal, close family, private clique) {lets see Mc Donough works for PVSC, His wife works for the Bd. Of Education, his Sister-in-law in the town hall, his brother-in-law as attorney for Redevelopment as well as a few other positions, his Niece for the Bd. Of Education, his Nephew for the Street Dept, his Sister-in-laws mother for the Senior Center, did I miss anyone Ray? Actually are you related to the Powell family because it seems as though they are all on the take, I mean town payroll also?} A corrupt civil servant regards his public office as a business, the income of which he will...seek to maximize. The office then becomes a “maximizing unit.” The size of his income depends...upon the market situation and his talents for funding the point of maximal gain on the public’s demand curve. Hmm running his public office as a business of which the income he keeps? No not our plumber, I mean not our Mayor, he owns a few properties in town,actually no he doesn't, he owns property at the Jersey Shore where he will retire to once he puts our town into Bankruptcy. The pattern of corruption can be said to exist whenever a power holder who is charged with doing certain things, i.e., who is a responsible functionary or officeholder, is by monetary or other rewards not legally provided for, induced to take actions which favor whoever provides the rewards and thereby does damage to the public and its interests. It is my understanding that such an easement would have allowed the property owner to demolish his/her existing property and then build two, two family structures that could have been sold for a profit of at least $200,00.00. My concern lies in the rumor that the applicant was a PVSC official and that the mayor, a PVSC employee, recieved a significant pay raise and promotion after the easement was granted.
