If the union contacts the dept of personnel, they will tell you the same thing. <{POST_SNAPBACK}> if there is only 3 candidates there doesn't have to be a test ( rule of 3 ). on the other hand , if there is 4 candidates and you can manage to get one to sell out their soul and promise them something else $$$$$, you are back to 3.
