Every individual does not have the "right" to attend a labor convention. The dept. head is obligated to allow a certain number of employees to attend, but he has discretion as to who he allows to attend according to work schedule needs. Intimidation, threats, retaliation and such are not permissable in the workplace regardless of the situation. This type of archaic management philosophy when instituted in a modern employment situation is commonly addressed through litigation, creating a very real potential monetary liability for the governing body.
