Guest Townwatch
Its interesting that the Mayor decided to weigh in this past week on the school issue while his adminsration quietly presented the Town's Budget which will reflect yet another PROPERTY TAX INCREASE!!!!! It looks like whatever property tax reform Gov. Corzine ENACTED will not matter to KEARNY, if we contiune to allow this Mayor and Council to increase our Taxes year after year we won't see a tax savings. The timimg is suspect!!! SHAME ON YOU MAYOR SANTOS!!!!!! ARE YOU ATTEMPTING TO TAKE ATTENTION AWAY FROM YOUR TAX INCREASE BY COMMENTING ON THIS SCHOOL ISSUE IN HOPES THE PUBLIC WILL FOCUS THEIR ATTENTION ELSEWHERE OTHER THAN INCREASED PROPERTY TAXES????? They say in politics "TIMING IS EVERYTHING" ain't that right Mayor????? Why not present your budget in your own words on the front page of the OBSERVER like you did with this school issue????? Please note this Mayor has increased your TAXES every single year he has been in office. SHME ON THE TOWNSPEOPLE FOR ALLOWING HIM TO GET AWAY WITH IT ALL THESE YEARS!!!!!!! Guest No Cigar
Did you not read the part that says the May tax bill will be the SAME as the February bill? Before you start yelling "what about after that?", remember that the town's budget year begins July 1 so there's nothing yet for the August and November tax bills for the municipal budget. But wait, Mayor Santos' municipal budget is only 30% of your tax bill. A majority of it goes to the public schools. So, back to the Board of Education, what's they're budget look like for the coming year?? They go first by State law. What are the positions of our Board of Ed members who prepare the school budget and school tax?

It's 50% to the Board of Ed, 30% to the County, then the Town makes do with the rest.
Guest Cigars are bad "DON'T S
We all know that the School Budget is prepared by the Supt of Schools and the adminsration. The budget then goes before the voters, This budget over the past several years has been rejected by the voters and thus put in the hands of MAYOR SANTOS and the TOWN COUNCIL. What did this MAYOR do over these past several years. He reduced a token amount without any meanigful tax relief for Taxpayers. This MAYOR had opportunities but chose not to reduce when he had the chance. Don't blame the BOE. The budget goes down, The Mayor and Council have control of the budget and they decide how much they can spare TAXPAYERS, so before you start passing the buck look at the missed opportunities that MAYOR SANTOS had that would have saved the Town of Kearny MILLIONS of TAXPAYER DOLLARS. He has never made a tough decision since being elected.

They still have a chance. If they give it up, the increase will be on their heads.

You'll find that in many cases when the School Budget gets rejected by the voters, the state comes in and Imposes a budget, generally favoring what was rejected, Yes the Mayor and Council dont make much of a concession the the Budget, but, frankly, they really arent allowed to. The M&C can make (recommend?) just about any cut to the BOE Budget they like (if it fails to pass by the voters). But, the BOE can reject their recommendations and ask the State Education Commissioner to approve either the M&C's proposal or the BOE's original budget. I also believe history has shown that the Commisioner more often than not sides with the BOEs. That is why the M&C and BOE have typically worked together to come to an agreement on proposed (usually minor) cuts.

If he so choses he could cut 5 million from the budget and then the process starts. My issue is if this MAYOR really wanted to make a statement on how the BOE spends their money he has the power to cut the 5 million and put the BOE in the position to defend keeping it. This MAYOR and COUNCIL wants to play the blame game on property taxes when in all cases they had the power to set the example on how we spend Kearny Tax Dollars. Sorry to say, MAYOR SANTOS has been unable to show the willingness to make a tough decision in setting the tempo for this and future budgets. BOE budget is rejected by the voters. 2. It is sent to the Mayor and Town Council for review. They can cut as much or as little as they feel is needed. 3. The budget is sent back to the BOE for review and consideration. 4. If the board rejects the new budget it can file an appeal with the state. 5. An appeal to the state goes through the same review process and the state makes a final determination. Whether you agree or disagree, that is the process. No matter WHAT happens on the local Level, in the end the state can (and has) come in and mandate the budget for the BOE no matter WHAT the voters want. <{POST_SNAPBACK}> I thought I explained it quite clearly in my first post, but I guess I'll have to break it down for you. " You'll find that in many cases when the School Budget gets rejected by the voters, the state comes in and Imposes a budget, generally favoring what was rejected," You omitted the steps of going to the Mayor and Council for amending, going back to the BOE for review and the BOE filing an appeal, three important points in the process. Yes the Mayor and Council dont make much of a concession the the Budget, but, frankly, they really arent allowed to". To say the Mayor and Town Council aren't allowed to do certain things to the budget is a complete fallacy. They can cut as much or as little as they see fit. I hope this answers your question. Guest guest
if you people dont want your taxes to go up, move out of jersey....everybodys taxes are going up, and while its part of the local governments problem, its the state governement thats all messed up....half our taxes go to school and the county....the county is just a joke of government...west hudson gets nothing from the county, the state should take over the school system, and county government should just be abolished...well that would be ideal, we all know that can't and wont happen...
