He was hired by the BOE to set policies and security procedures for Harrison Schools. These procedures have been in place since the tragedy at Columbine. The HPD had to hire Frank Rodgers Co. to formulate policies and procedures for the accreditation program at a considerable expense. Why couldn't the administrative Capt. handle that task.
