This is a prestigious award and shows that the HPD have formulated their policies, procedures and rules and regulations that are the best police practices in the country. Congrats also to Chief Kearns, who despite a decrease in manpower, saw this program to fruition. Harrison is the only PD in Hudson County to achieve this honor. If the Officers follow these guidelines, they will least likely to be sued and should prevail if they are. It also lowers the insurance rates. Also Capt.
