They can put them in the obviously empty cars around town to further the illusion of cops on the street to the residents. The problem is that when you see a cop car with what you think has a real person in it to escape an armed robber, youy're ass is grass. Maybe they can even invest in some more camera's. This way, you won't get any help but you can get a souveneir film of *** ******* *** **** ****** *** ** *** or **** to watch at home if your ***** *****. Camera's to replace cops.
