Once they have been sterilized we can then rest assured that they will not produce offspring that will enter our great school system. DVL, a firm that already owns the Passaic Avenue K-Mart shopping mall and an adjoining industrial site, plans to demolish former factory complexes to pave the way for retailers such as Staples, TJ Maxx and PC Richard, along with restaurants including Chili's and Starbucks. Smaller retailers would occupy structures to be built at the front of the K-Mart parking lot, an area that is largely unused. DVL President Alan Casnoff said the firm is already in discussions with those retailers as part of the plan, which would bring an additional 127,000 square feet of retail space to the area. Casnoff estimated that the site would generate more than $1 million a year in sales tax revenue and approximately 150 full-time jobs. He pledged that DVL would not seek PILOTS (payments in lieu of taxes) in return for developing the site, which means that Kearny would rezap the full tax benefits of the development. The designation is contingent on review by attorneys of DVL and the town. While plans call for demolishing the former factory site adjacent to the K-Mart lot, the new structures would be designed with old-style brickwork to evoke the site's industrial history, according to Casnoff. To move forward, the proposal would require DVL to purchase the land currently occupied by Ozzie's Ford. Casnoff said the firm is negotiating for that purchase and called on town officials to assist the car dealership to find another spot in Kearny. "We've reached out to Ozzie's on an unofficial basis and the owner has indicated that they would like to stay in Kearny," Casnoff said. "We'd like this to be as pleasant and non-adversarial as possible." Mayor Al Santos hailed the plan as "the best proposal for the site." More than two years ago the town ousted a developer it had designated in 2002 to transform the entire zone into a trendy shopping and dining mecca with loft-style housing. The agreement fell through when agreements couldn't be reached on PILOTS. Why else would he support giving via a bond 40 million dollars to billionaire owners of the Metrostars/Red Bulls without any naming rights, ticket revenue, concession stand revenue.
