It is the Contractor who is paying to replace it, and do it the RIGHT way..it's not costing the town a dime. the reason it took this long was that the contractor kept dragging his heels before finally admitting it was his screwup..of course, Neglia should have noticed the problem in the beginning. When their told the cost they shit and say oh no thats to much what can we cut. get the picture. And thats what happened. Neglia only does what he is paid to do. So blame some one else ok Tony. If you can't take responsibilty for your actions, then you know what to do. But all that money, you make to do your job, or is it to look the other way and hope it does not get caught. If he can't do them properly for the money he's paid then he shouldn't accept the project. Part of Neglia's job is letting the town know that certain cuts in a project will affect safety and quality.
