The person must go to a state doctor for an exam before they can get one. I do not know of anyone in Harrison has ever followed the rules. The Mayor cannot legally just give out handicap spots because "you're on the team." He should know that, but then again, Harrison is really not part of NJ, its Raymonds World. Each handicap spot should be investigated by the Detectrive Bureau to see if the person has the proper exam from the state. If not, it should be immediately painted over.
