The PBA and FOP should get together and say no to a Police Director. Its rumored that the Mayor wants to avoid a test because he knows his pick would probably come out last. He wants to make him a Police Director. That way he can have total control of the PD. If the Police Director does not go along, he will be terminated.

There are many benefits to having a Police Chief. He has police powers and is responsible for the day to day operations of the PD. He can not be fired unless there is just cause. The Police Director can not carry a gun, has no police powers, and can not dictate the day to day operations of the PD. He can only set policy. Any Police Captain who takes this position is a fool. When the going gets tough, he will not receive any backing from the Mayor. He will get the blame, but not any commendations.

So, PBA and FOP insist that the Mayor and Council have a test for Chief and make the top candidate. The HPD has had a Police Chief since its existence. Don't change the tradition now. You allowed the Deputy Chief's position to be eliminated. Don't make the same mistake. :(:lol:B):ph34r:

The Dep. Chief position was not allowed to be elimanted, it was the fault of the #1 Capt. who was bullshited into believing by another Capt. canidate that the Town was not going to make a DC. The PBA did not allow or agree to anything. The current senior Capt's agreed to the bars not the eagles. As far as the FOP it's just a club they have no say.

So I take it that the PBA accepts no more testing for positions just placement by the Mayor ( another East Newark in the making Patrolman to Chief) I guess the PBA want out of the civil service process altogether ..

Actually the Civil Service process allows for the "Rule of Three", where any of the top three scoreers on any given test can be picked. the only restriction is that no Veteran can be bumped for a Non-Veteran.

Harrison is 1 mile square. East Newark is a couple of blocks. They should merge with Kearny PD and make it the West Hudson Police Department and put Chief John Dowie in charge. The next Harrison Director/Chief will just be a puppet for the Mayor/Catman team. :angry::rolleyes:

Whats the difference. The last Chief was never there. He won't be missed. He just let the department run itself and relied on the policies and procedures from the past. He did not institute anythin :blink: g new and was just a caretaker.

Ok, lets get rid of both Chiefs and make a Public Safety Director at 80,000 per year. The Deputy Chiefs in each Dept. would run the day to day operations and the PS Director would set policy after conferring with the politicians. That way we can save about 200K per year and still get the same results.

Ronnie, how about taking that into consideration. :blink::blink::blink:

The Mayor wants to name a Police Director so that he can circumvent the civil service system and not have a test. The New Director has lunch with the wanabie mobster several times a week. He also worked at North Jersey Appliance and everyone knows what happened to the owner. The other Captains have clean records with no suspensions while the Mayor's choice has several. Just the type of guy the politicians and the wannabe mobsters want. Go figure. :blink:

Just to clarify the above: The mayor has the right to name a Police Director. However, there must also be the position of Police Chief. If there are 3 or more qualified candidates for the position of Chief, then a test must be held. Then of course the rule of three applies, unless the top guy is a veteran.

WRONG AGAIN. YOU DO NOT NEED A POLICE CHIEF IF YOU HAVE A POLICE DIRECTOR. YOU COULD HAVE A DEPUTY CHIEF OR CAPTAIN RUN THE DAY TO DAY OPERATION OF THE PD. THE DIRECTOR HAS NO POLICE POWERS AND CAN'T DO ANYTHING BUT SET POLICY. IT IS A USELESS POSITION. Why would a Town with the financial problems that Harrison has pay a Director and a Chief? Without State Aid, they can't afford the workers they have. The Mayor should do the right thing. Hold a test for Chief and make the top guy. All the Captains are qualified. :ph34r:
