Those who are thinking of purchasing one of the new housing units in town will have to sign an agreement with Peter Higgins of the Redevelopment Agency stating that they will undergo either a vasectomy or a hysterectomy before they can be allowed to move into their new home, and pay the $22,000 a year in taxes.  Once they have been sterilized we can then rest assured that they will not produce offspring that will enter our great school system.  They can also enter a lottery if they choose to be one of the couples per 100 housing units that can have their allotted 1.7 children.

KEARNY - The town's plan to redevelop Passaic Avenue leaped forward lastweek with the designation of a developer who has pledged to bring additional big-box retail to the thoroughfare's main shopping district.

DVL, a firm that already owns the Passaic Avenue K-Mart shopping mall and an adjoining industrial site, plans to demolish former factory complexes to pave the way for retailers such as Staples, TJ Maxx and PC Richard, along with restaurants including Chili's and Starbucks.

Smaller retailers would occupy structures to be built at the front of the K-Mart parking lot, an area that is largely unused.

DVL President Alan Casnoff said the firm is already in discussions with those retailers as part of the plan, which would bring an additional 127,000 square feet of retail space to the area.

Casnoff estimated that the site would generate more than $1 million a year in sales tax revenue and approximately 150 full-time jobs. He pledged that DVL would not seek PILOTS (payments in lieu of taxes) in return for developing the site, which means that Kearny would rezap the full tax benefits of the development. The designation is contingent on review by attorneys of DVL and the town.

While plans call for demolishing the former factory site adjacent to the K-Mart lot, the new structures would be designed with old-style brickwork to evoke the site's industrial history, according to Casnoff.

To move forward, the proposal would require DVL to purchase the land currently occupied by Ozzie's Ford. Casnoff said the firm is negotiating for that purchase and called on town officials to assist the car dealership to find another spot in Kearny.

"We've reached out to Ozzie's on an unofficial basis and the owner has indicated that they would like to stay in Kearny," Casnoff said. "We'd like this to be as pleasant and non-adversarial as possible."

Mayor Al Santos hailed the plan as "the best proposal for the site."

More than two years ago the town ousted a developer it had designated in 2002 to transform the entire zone into a trendy shopping and dining mecca with loft-style housing. The agreement fell through when agreements couldn't be reached on PILOTS.

DVL's proposal represents a departure from the town's original plan, which called for loft-style housing to blend with the retail components.

"The redevelopment committee has struggled with this proposal for over two years because it's a departure from the vision set out in the redevelopment plan," Santos said. "Most visions are challenged by reality and the committee came to the conclusion that this is the best proposal for this site."

Casnoff estimated that once demolition is completed, the stores would take between nine and 11 months to build.

"If we're approved, I'm ready to go tomorrow," he said.

This council is a bad joke. I've never seen the council assert their authority. I doubt any of them understand their authority. The council's responsibility is to set or determine policy. Has anyone ever seen this council determine policy on any subject and direct the mayor to follow it ?? Of course not and you never will. This town government has morphed into something out of a comic book or a third-world country. It's more like an Emperor sitting on a throne surrounded by his minions. And yet the Zombies sit there and cheer for their glorious leaders.

Anyone who knows Milian will realize he lacks integrity and vision. He may have stamina and I do not know him well enough to coment on his intelligence. He doesn't have a problem getting his point across any more than you or I do. His point is simply "it's all about him", not what's good for the town or it's people. He has a county job only because he is hispanic and a friend of Menendez. He lacks the job qualifications and education necessary to represent anyone other than himself and his very limited interests. He is an egotistical wantabe with the same SMALL MAN SYNDROME that Powell has.

Because English is my second language. Because McDonough is corrupt (on the take from the developers) or dumb. Why else would he support giving via a bond 40 million dollars to billionaire owners of the Metrostars/Red Bulls without any naming rights, ticket revenue, concession stand revenue. Millan is getting his point across: this town is going in the wrong direction, opportunities are being missed. McDonough attacked Millan because Millan would not be bought off. Millan has the experience, integrity, stamina and moral character to make the Town of Harrison a better place to live. McDonough couldn't even figure out his best friend Tansky was stealing $30,000 per month in quarters. Or worse he figured it out or told him to steal the quarters so he could buy his shore house. Millan may have an accent but he's the man for the job.

I'd like to know WHY the mayor and council DID NOT request NAMING RIGHTS, TICKET REVENUE, or CONCESSION STASND REVENUE? With Powell's and Castano's moneywise astuteness, it can't be that they 'Overlooked' it; it must be that they were Desperate to attract the REDBULLS at 'any' price.

It would be fair to also inform the public that all newly elected officials are required to attend these courses that are offered at Rutgers , so Mr. Millan did not do something extra special as all Council people as well as the Mayor have attended these courses. So you see he is a simple person after all and not the savior reborn.

The courses Mr. Millan had taken has been taken by all new incomming elected public officials , it is a requirement that all have to and have complied with, this is not an elective choice it is mandatory, so get your head out of you a$$ and reliese that your father in law is no special person going above the call of duty , evendently he must have missed some classes because it shows in his eneptness of being a good councilman , because as you know he was beat by a reletivily unknow by a large vote, so before you put your foot in your mouth again , please do research and verify your statements , get back on the small bus........

What accreditaded college did he graduate from and what year? I do not think you are accurate!

It's interesting that the poster of Milan's B.S. degree in Accounting cannot say simply what year and what College. It sure is B.S. if you ask me, people shouldn't post stuff that they can't backup. It's typical of a Milan supporter.
