It proves that you have your head so far up your ass that you can't see progress is necessary to lower our taxes and improve the town. This is the real objective of developig the older "neglected" factories and properties in the town. Unfortunately your restuarant falls within the borders of the Redevelopment Area. Most towns have the developers offer them things, they don't give tax breaks. They don't buy land using tax back bonds and give it to developers. ONLY IN HARRISON. ONLY IN HARRISON WILL THEY FIND A WAY TO DEVELOP THE TOWN AND STILL RAISE TAXES.
