First step in basic construction is grade AWAY from the finished structure to eliminate a potential water problem. The school actually looks lower than the street level. DIDN'T THE ADMINISTRATION AND THE ARCHITECHS TAKE 'FLOODING' INTO 'CONSIDERATION' WHEN THEY WERE DRAWING UP THE FLOOR 'PLANS' FOR THE SCHOOL?
