He's telling the Mexicans they're not responsible for the drug wars and gun violence in their country. He said it's america's fault because the guns come from america and drug wars are caused by america's demand for drugs. This tour is similiar to the European/Middle East apology tour in '09 that was supposed to win us friends throughout the world and was a huge failure Instead of the Mexicans' he should be offering apologies to the Benghazi widows for not helping them and lying to them.
