NEW BRUNSWICK -- There’s little left to cut from Rutgers University’s Department of Asian Languages and Cultures, school officials say.

Two faculty members have been let go, leaving eight professors to teach 50 classes. The garbage in the department’s office is cleaned only once a week. And last year, they said, the telephones began disappearing.

"The faculty members don’t have their own phones," said Kathleen Licinski, the department’s administrative assistant. "It’s just a minuscule budget."

This year, it may get even smaller.

Licinski spoke at a press conference at Rutgers’s main campus in New Brunswick today, alongside students and university union officials protesting proposed cuts in state aid to higher education.

Facing record deficits, Gov. Chris Christie has proposed cutting $173 million in state aid to universities, a nearly 8 percent reduction. New budget language released last week also included a surprise cap on tuition proposals, further squeezing the bottom lines at state colleges and universities.

The first battle will take place Wednesday afternoon in Trenton, during an Assembly budget hearing on the governor’s proposals. The stakes are high for the universities, which have endured cuts in state aid for seven of the past 10 years, according to union officials.

"Immediate effects include larger class sizes, fewer faculty hires, fewer class offerings, cutbacks in services and hours, and cutbacks in technology purchases and facilities renovations," the New Jersey Association of State Colleges and Universities said.

University officials were still reeling from Christie’s proposed cuts — which spare none of the state’s 12 public universities — when the governor announced support for a 4 percent cap on tuition and fee increases. Institutions that exceed the limit will lose a portion of their state aid.

Officials at Rutgers, which stands to losing $46.6 million under Christie’s budget, blasted the cap as an "artificial" one that would hurt the university’s ability to borrow.

"The burden of funding higher education has clearly shifted from the state to students and their families," the university said in a statement.

Montclair State University President Susan A. Cole said the higher education sector had endured enough cuts in the past decade. Under Christie’s proposals, the state will spend $2,600 for every full-time student at the institution, down from $4,800 in the fall of 2000, she said.

"The ultimate effect will be continued missed opportunities to build the programs and educate the students that constitute New Jersey’s future," Cole said in a statement.

The governor defended the reductions in the face of record budget deficits.

"This is an unprecedented fiscal crisis that New Jersey is facing," said Michael Drewniak, Christie’s spokesman. "We wish it were different but it’s what we were left with."

In his March budget proposal, Christie said he hoped to "ultimately drive down tuition costs" by allowing state colleges and universities to negotiate with employee unions on their own, rather than at the state-level.

Merylou Rodriguez, a sophomore at Rutgers, said she was particularly incensed by proposed cuts to the Educational Opportunity Fund, a financial aid program aimed at low-income families in the state. Christie’s budget includes a 8.7 percent reduction.

"I would not be here if it were not for the EOF," said Rodriguez, who received $1,400 from the program this academic year. "These cuts are just devastating

So when companies are held to higher, nobler standards, they take the low road so they can salvage their yachts. I get it. Obama is simply trying to empower the working person and keep him/her healthy. If employers don't want to do this, THEY are the problem. You want to take steps backward.
