THE RETIREMENT OF THE ONLY CAPT. ON THE HPD wiLL LEAD TO THE ELIMINATION OF THE RANK.How fitting since the PBA was against having a Deputy Chief test in early 2000 because they didn't like the eligible candidates who were *** *******. This is unheard of. This led to a deal made with present ***** who was promised a ****** ***** rank if he would not file for the Chiefs position. This led to the present Chief being made without a test.He would never **** the **** if he *** ** ****. Then the ***** was made ****** as a reward. Much to his dismay, he was soon demoted back to *****

Now, the Captains rank is being eliminated and the Chief is asking for an Adm. Lt. The PBA will go along with this. The only PBA local in the State that would agree to the elimination of a rank, just like they helped eliminate the D/Chief rank.

I remember when the PBA told the Mayor they did not want a D/Chief test. They screwed a lot of good cops when they agreed to eliminate severance pay for vacation and sick time, Of course, the sick leave abusers were on the negotiating committee. Now they are agreeing to eliminate the Captains rank. Why not eliminate the HPD by merging them with Kearny. That way the ******** Chief would have to retire and the taxpayers would get a break.

They used to have a TO of 56 Officers and now their down to the 30's. Again the PBA went along.

Oh please.......HPD has what, 25 people now?? They were well on the way to having a personal Patrolman for every ranking officer. Having a nice, rounded TO is wonderful, but when you dont have enough bodies to fill it, eventually something HAS to give. Instead of being pissed at your Politicians for REFUSING to hire and staff the PD, you're gonna B**ch about this stupidity??? Which Retired FOP A-Hole are you?????

PBA Accomplishments:

1. Agreed to eliminate the Deputy Chief and Captain ranks.
2.Agreed to do away with severance pay.
3. Supervisors were forced to retire or be demoted.
4. Didn't complain about the reduction of Officers from 56 to 34.

What did they get in return.
1. UP TO 1 YEAR OF SICK TIME.
2. $400,000 IN OVERTIME PAY.

Now the facts, the test you refer to was taken and the results were issued. Since you finished tied for 2nd, you made a backdoor deal w/ *** ****** *****. You bamboozled *** ****** to go along with not taking the d/c position. Then you(FOP)made the deal with the town, they would make two captains instead of one d/c. I find it comical that you would point the finger @ the PBA. When you and *** ****** were members of the FOP. All the PBA did was get their guy made too; 3 capt's instead of 2.

Forced to retire or be demoted, most of you retired they day you got promoted.

Typical self serving FOP members. Nothing more than a bunch of do as I say not as I do self appointed superduds. The same group that would **** ***** ******* ** *** **** to not miss an off duty job. It's ok, RedBull is here to stay!!!! Your guys will be fine, waitng for the call! All of you were forgotten the day you left. Just all the guys before you and all guys in the future.

They also got steady shifts--- 3 -10 hour days followed by 3 days off. 182.5 scheduled work days = 1825 hours minus vacation and sick days. The number of sick days has increased enormously because of the 1 year sick time allowed. The Chief would like to go back to 15 sick days per year, but it has to be negotiated. He thought steady shifts would lead to reduced sick days but that hasn't happened. So, over $400,000 is used for overtime. The same guys who abused the sick time when it was 15 days are now taking more because of the 1 year limit.

They now have almost 1 supervisor for each Patrolman. OW Wilson, a police expert, said there should be 1 Supervisor for 5 Officers. This has led to reactive instead of proactive patrol. Anyone looking at the HPD would conclude that there is a disproportionate number of supervisor to Patrolman. There should be less supervision and more patrolman. But, the HPD has always been over supervised because of political promotions.

They only solution is to merge Kearny, Harrison and E. Newark into the West Hudson Regional Police Dept. with1 Chief which would by Kearny's.

Only in Harrison would they have 1 supervisor for each Patrolman.They are working shorthanded sometimes with * Lt. * Sgt. and * Patrolman on a shift. Who can blame the poor Patrolman from not being proactive. He has to answer all the calls and make the reports. I recall when the Chief was a Lt. and always complained about not having enough manpower.Now, he's presided over the decrease of manpower . Someone is going to get hurt. The police are being criticized for everything they do and Obama is against them. The Dept. of Justice is a joke refusing to prosecute politicians and then investigating police when it is unwarranted. The HPD has many good officers but who is going to back the up in critical situations.

The President of the State PBA was convicted of stealing over $1 million from the PBA treasury. That is why a lot of members quit and joined the FOP. So, a small town like Harrison which has the PBA negotiating Officers salaries and benefits means nothing.

The PBA should be lobbying for more Officers instead of agreeing to drop the Captains rank. There is a former Officer waiting in the wings to take over when the present Chief retires or they do away with his position and appoint a civilian Police Director. Guess who that is? He is very close to the chairman of the Police Committee.

The current Police Chief is the LAST HPD Police Chief. The new civilian Public Safety Director with full administrative authority has been settled upon. Only the ranks of Sgt. and Lt. will remain with a new table of organization that does not support the current men in those ranks. Retirements or demotions with comenserate cuts in pay will shape the new T.O. into place. Current patrol Officers have very little to no chance of rank and should leave for other departments as soon as possible. They should blame themselves and the senior PBA members for their wasted years in Harrison. The PBA has forever ruined a once proud Harrison Police Department to meet the selfish needs of a few members who currently occupy the ever shrinking two ranks remaining. Every other Police Department in NJ need only to look to Harrison as an example of greed, jealously, betrayal and ultimate failure.

The reason they have too many Supervisors has a long history of political appointments.When the wrong guys topped the list, they made more promotions that were unwarranted. I guy, came out first in the police academy at Sea Girt and first on every promotion test all the way up to Chief. He was passed over for Acting Chief for someone who was the Mayor's pick, but a subsequent test placed him first again and caused him to be promoted much to the chagrin of the Mayor.

Ok, there should only be 2 Lts. 1 in charge of patrol and the other administrative. There should be 1 Sgt. for each squad and 1 in charge of the DB. That would give a TO of 2 Lts. and 7 Sgts. with the rest Patrol Officers. The Officers should be given a boost in pay commensurate with other HC Towns. The present TO is a joke with almost the same amount of supervisors to Officers which leads to low productivity. The ******* ***** should retire or be demoted to *** which where he would have been if he didn't receive political promotions.

The former Officer had his picture taken in the Spanish Pavillion with the Mayor, the Police Chairman, and Anselmo. I wonder why he is hanging out with this group.

Unfortunately, this is due in large part to a small group of former ruthless cut throat patrol Officers that are currently in Sgt. and Lt. ranks. They gave away the HPD integrity and manpower needs to achieve personal gain. The current patrol Officers are gullible fools that got played! They willingly backed these ok guys and threw away their own career opportunities. The PBA pep rallies, schemes and hero worship of union leaders screwed them all. Pathetic blind loyalty distorted rational thinking. You reap what you sow. True words indeed.

Lets look at PBA loyalty. Some years ago, a popular *** hosted many parties at his home in town for his alleged friends. He fell victim to a life threatening illness and his union friends conspired to make sure he didn't return in ANY capacity in order to claw their way up the ladder. They even complained when asked to give him a lift to therapy. A **** drops dead and the friends bad mouth each other in order to be the one chosen to replace him. It's a cold and cruel world when you are purposely forgotten.

You got that right. They screwed former supervisors who were forced to retire or be demoted. They gave away severance pay for 1 year sick time because they were all sick leave abusers. They lobbied to get the present ***** promoted over more qualified officers. they got steady shifts but the sick leave doubled.

1 of the crew was sent back by the DEA because he was always out sick. Now he's retired and no one misses him. The former PBA ********* is now the ******* prat boy. But, they will get there's when a director is appointed and it will be time for them to be demoted.

The HPD is undermanned and the Officers are in jeopardy to be injured because of that. The population is about 15,000 but it increases by about 15 to 25 thousand when the Red Bulls play. Retired officers are hired to do traffic around the stadium, but their best days are over. If there is a major disturbance at the stadium they will be overwhelmed. Mutual aid from surrounding towns would be needed The Emergency Response Team, who responded to the WTC on 911 and worked security at Op Sai,l has been *********, They were given comp time for training by the Chief who started the Team, but unfortunately the ******* ***** would not allow it ***** *** ** *** *** of the Team. Harrison has to hire new Officers. The present Table of Organization is inadequate. They need more Patrol Officers and less Supervisors because this lead to decreased productivity.

It would be great to see a top ten list of current HPD and HFD most prolific sick time abusers. These time stealing bandits would definitely have the titles of Sgt., Lt. or Captain in front of them. Dont look for a Captain at the HPD because they are an extinct breed. AFLAC wants to make commercials advertising how much the Police and Fire Dept. sick time abusers were paid. It's amazing how attaining rank cures people from being sick. One these guys got the title Sgt., Lt. or Capt. (HFD only) in front of their names it cured their illness. A miracle by the Pope could not have done better. An already chosen CIVILIAN Public Safety Director will be taking charge with a new streamlined T.O. effective immediately. Sick time abusers records since date of hire will be used to determine who gets demoted first. The current patrol will get a shot at future promotions eventually.

Don't expect it to get better. Actually the Hpd is getting ready to promote a four time fluky Dept guy who has ****** relations issues . Note worthy to town residents and promotors since population is based on Hispanics . But then the town doesn't hire and promote Hispanics or any minorities for that matter worth looking into don't you think?? Interesting reading

We need more Officers and not supervisors who retire on the job when promoted. The recent robberies and shooting shows this is true. Residents are easy marks from Thugs who know that there is little patrol.
